Roma had the ball in the net from a corner, but their goalkeeper, Alessandro Diamanti, made the save.
Diamanti, who has been in the Roma net since July 30, had to be helped off after getting a blow to his head from Andrea Pirlo in the first half.
It left the keeper out of the starting XI, but he started for the first time since August.
Filippe Inzagha missed the first goal of the game, but was replaced in the 90th minute by Roberto Baggio.
The Italian international had been dropped to make room for Baggio, who scored.
After scoring a brace in a 2-1 victory against Sassuolo on Sunday, Fiorenntina were looking for their first win of the season, with a victory at Napoli and a draw at Lazio the next two fixtures.
A 1-1 draw against Lazio also left the Nerazzurri on top of the table, and they will be without Alessandro Nesta for the second consecutive match as he is out with a broken jaw.
The Nerazzurs have a bye on Wednesday after being beaten by Sassuola in the Coppa Italia.
With Nesta out, the Nerazos will be relying on Giuseppe Bellusci, who will start against Fiorence.
It was not the first game in which the Neros had conceded a goal.
Inzaghi made two saves in the 2-0 loss to Inter on Saturday, including one that forced Andrea Ranocchia into a poor save.
Roma have not won in all competitions since October 2013, and the team’s poor form is causing some concern in the club’s hierarchy.
Burgas had been the club captain for the past two seasons.
